Property Management

For the purposes of this policy, school property includes land, buildings, facilities, furniture, and equipment. School property may be proprietor-owned (integrated or non-integrated) or board-owned.

The board of St Joseph's School manages school property, in conjunction with the proprietor, in a way that is financially responsible, safeguards school property, maintains the property in a fit state of repair, and complies with legal, regulatory, and Ministry requirements. Property requirements for integrated property are set out in the school Integration Agreement.

As the primary PCBU (person conducting a business or undertaking) on school property, the board is responsible for ensuring that school property is as safe as possible. If any capital work is required to remedy risks, this is reported to the proprietor. See Risk Management.

The board of St Joseph's School is responsible for school property management, in conjunction with the proprietor, and delegates aspects of this responsibility as needed. The board remains ultimately responsible for any delegated actions and monitors property management through regular reporting. The proprietor's appointees on the board keep the proprietor informed about property matters.

The school keeps property records for the appropriate length of time in alignment with the School Records – Retention and Disposal Schedule. See School Records Retention and Disposal.

Property planning and works

Proprietor planning and works

The board supports the proprietor to prepare a 10 Year Property Plan (10YPP) that shows how Ministry Policy One funding will be spent (e.g. capital works maintenance, managing property health and safety issues, modernising and upgrading integrated property). The proprietor updates the condition assessment and 10YPP regularly.

The board ensures the health and safety of all persons on the school premises during proprietor-commissioned works.

Board planning and works

Board planning for property maintenance is coordinated with the proprietor's 10YPP. See Property Maintenance and Repairs.

The board seeks consent from the proprietor and the Ministry of Education before using board funding to upgrade, build, or buy property for our school (Education and Training Act, s 160). If any building is constructed with board funding, the board has a memorandum of understanding with the proprietor to ensure that the ownership and responsibilities for maintenance of that building are clear. If the board considers disposing of any part of the school premises, it consults with the proprietor.

The board ensures the health and safety of all persons on the school premises during any board-funded works.

Building safety and compliance

If a property project required building consent, we do not use the building until we have received a Code Compliance Certificate (CCC) and compliance schedule (unless we have a Certificate for Public Use (CPU)).

To keep school buildings safe and meet health and safety responsibilities, the board ensures that the school:

The board ensures the checks, maintenance, and repairs needed to maintain a building warrant of fitness are completed.

If we need to carry out any work to be compliant we consult with the proprietor, and with the Ministry if needed. We keep a copy of any repair details in our compliance manual as required.
