St Joseph's School receives staff funding from the Ministry of Education according to our school type, roll size, and student needs (e.g. learning support). The board allocates this funding as determined by the school budget, and legislative and collective agreement requirements.

additional staffing allowances, which make up our total regular staffing allowance. Roll returns
St Joseph's School completes a roll return in March and July each year and sends this to the Ministry of Education to determine our entitlement staffing and operational funding. Our July roll return determines our provisional entitlement for the following year.
The Ministry of Education notifies the school of a guaranteed minimum level of staffing based on our July roll return, and the board uses this information to make decisions about school staffing.
The entitlement staffing and operational funding for our school is confirmed each year by our March roll return. Entitlement staffing is either confirmed at the guaranteed minimum level of staffing, or increased to the staffing level required by our March roll. If the school has continued roll growth after the March roll return, the school can apply for a staffing roll increase. The Ministry of Education may increase our entitlement to meet required student–teacher ratios.

Banking staffing
The board may choose to manage entitlement staffing through a process of banking staffing. The board may:
If, at the end of the banking staffing year, the school has overused its entitlement, the Ministry of Education deducts the overused amount from our operational funding.

Employing staff using operational funding
St Joseph's School uses operational funding to employ non-teaching staff, as well as meeting other operational costs.
From time to time, the board may also request permission from the Secretary of Education to use operational funds to employ teachers. In this circumstance, we ensure the reason for this request complies with Ministry of Education requirements for employing teachers from operational funding. The board monitors the costs of any additional teaching resource above entitlement staffing to ensure this does not put the school at financial risk.
