Term 4 2022 Release Notes – International

Internal Review

We reviewed our International Learners section to take into account the updated Code Guidelines and resources on the NZQA website. We also updated the formatting in each topic to outline what parts of the Code are relevant to each policy.

International Learners

  • Provided more information about the Code, Code Guidelines, the Code Administrator, and implementing the Code.
  • Added tailorable wording about who is responsible for keeping up to date with the Code and Code Guidelines, and optional wording for schools that are a member of SIEBA or another agency.
  • Updated the resources section to refer to the updated Code Guidelines and other relevant resources.

Marketing and Promotion

  • Reformatted this topic and clarified wording about Code requirements.
  • Added legislation and updated resources.

Managing and Monitoring Education Agents

  • Updated resources links and added dropdown that explains the Code threshold for terminating a contract.
  • Added more content about addressing concerns.
  • Added information about managing risks.
  • Added an optional statement about an application form.

Offers, Enrolment, Contract, and Insurance

  • Removed procedural information from this parent topic and merged that content into the updated International Enrolment topic in order to keep this parent topic at a higher policy level.

International Enrolment

  • Added relevant procedural information from the parent topic Offers, Enrolment, Contract, and Insurance.
  • We've updated wording for clarity and added relevant links to other topics.

International Learner Insurance

  • Added more information about insurance exclusions of pre-existing conditions.
  • Updated travel insurance requirements (see dropdown).
  • Updated resources.

Immigration Matters

  • Added MBIE contact details for reporting visa breaches.

International Orientation

  • Updated content and formatting for clarity and added new resources.

Orientation for International Learners

  • Changed the title of this topic to International Learner Orientation Schedule to avoid confusion with the International Orientation topic.

International Parents/Caregiver Orientation
(formerly Orientation for Parents of International Learners)

  • Rearranged paragraphs and information to clarify what is a requirement and what is best practice.
  • Updated topic title to include caregivers.
  • Added optional tailored wording for schools to explain how they provide access to the learner orientation information/programme for parents/caregivers.

International Safety and Wellbeing

  • Added NZQA recommended resources for responding to emergencies.
  • Added related topics at the bottom for easier reference.
  • Added information about back up support and clarified content about emergencies.

Accommodation

  • Added a new subheading, clarified wording, and added related topics.

Residential Caregivers

  • Reformatted this topic for clarity and added tailorable wording about who is responsible for the transfer of care plan.

Safety Checking and Risk Assessment

  • Updated topic title to International Safety Checking to distinguish it from the generic Safety Checking topic.
  • Added a dropdown definition of accommodation issues.
  • Linked to new NZQA resources.

Communicating with Parents of International Learners

  • Clarified content about written agreements.

International Learners at Risk or with Additional Needs

  • Added more information about appropriate measures (see dropdown) and privacy.

International Learner Support, Advice, and Services

  • Updated wording and formatting and added a link to the optional Career Guidance topic.

Managing Withdrawal and Closure

  • Made minor word changes for clarity.
  • Added a dropdown about natural justice.
  • Added information about distance learning.

International Learner Fee Protection and Refunds

  • Updated title by adding "International Learner".
  • Added an introductory statement and clarified that this topic only provides guidelines and that meeting the Code Outcome is provided by school-specific policies.
  • Updated related topics and resource links.

Dealing with Complaints

  • This topic has absorbed the former NZQA and Complaints topic.
  • Removed the optional sentence "We provide learners with NZQA's "International Students – How to make a complaint" brochure" as this brochure no longer appears up to date.
  • Removed link to the formal complaint form, which is now out of date.
  • Simplified the directions to contact NZQA for information and advice with a link to their "How to make a complaint" webpage.

NZQA and Complaints

  • The content of this topic has moved into the Dealing with Complaints topic. This topic is now obsolete.

Compliance with International Student Contract Dispute Resolution Scheme

  • Updated topic title from "Student" to "Learner".
  • Added more information about the DRS rules and moved complaints information into Dealing with Complaints to avoid duplication.

International Learners Review

  • Clarified wording.

International Learner Information (formerly International Learner File)

  • Updated topic title from International Learner File to International Learner Information.
  • Reformatted topic and added important information about privacy considerations, plus related topics and resources.
